What İmar Barışı (the 2018 Zoning Amnesty) Actually Was In 2018 the Turkish government opened a one-time zoning amnesty known as İmar Barışı ("zoning peace"). It was enacted through Temporary Article 16 (Geçici 16. madde) added to Zoning Law No. 3194 by Law No. 7143, with the application portal opening in June 2018. The amnesty let owners register buildings that were either unlicensed (ruhsatsız) or built contrary to their permit (ruhsata aykırı). In return the state issued a Yapı Kayıt Belgesi (YKB) — a "Building Registration Certificate" issued by the Ministry of Environment, Urbanisation and Climate Change. The key facts that define its limits: Eligibility cutoff: only buildings constructed before 31 December 2017 could be registered. Closed program: the application deadline was 31 October 2018, with the registration fee due by 31 December 2018. You cannot obtain a new YKB today. Yapı Kayıt Belgesi vs Real Iskan: They Are Opposites Foreign buyers often assume a Yapı Kayıt Belgesi is "a kind of permit." It is closer to the opposite. What it does grant: Electricity, water, and natural-gas subscriptions. Suspension or cancellation of pending demolition orders and administrative fines. A provisional status that stands in for iskan — but only provisionally. What it does not grant: It does not convert the building into a permitted, iskanlı structure. It gives zero technical guarantee of earthquake resistance or structural soundness, because no engineering inspection was performed. Its protection is conditional, not permanent. The YKB is valid only until the building is reconstructed or until an urban-renewal (kentsel dönüşüm) application. On renewal, the current zoning rules apply and the amnesty protection disappears. It also lapses on expropriation (kamulaştırma) or if the self-declaration is found to be false. Because the program ran on declaration alone, the owner bears full liability for the accuracy of what was declared. A YKB-only property is harder to sell and structurally limited to cash buyers — which depresses its market value. Kentsel Dönüşüm: When the Amnesty Is Consumed Urban transformation (kentsel dönüşüm) is the moment the amnesty's conditional nature becomes concrete. A Yapı Kayıt Belgesi does not shield a building from being declared a riskli yapı (risky structure). Once a building enters urban transformation, it must be rebuilt to current code, and the amnesty status is consumed. The day the building is declared risky or enters renewal, the protection you paid for in 2018 evaporates and today's stricter rules apply. How to Detect a YKB-Only Building You do not have to take the seller's word. The amnesty is verifiable. Anyone can check whether a Yapı Kayıt Belgesi exists for a building through the Yapı Kayıt Sistemi on e-Devlet (turkiye.gov.tr), under "İmar Barışı Kayıt Başvurusu ve Sorgulaması." A YKB query or printout shows the certificate number and the declared building details, letting you confirm whether the property leans on the amnesty instead of a real permit. There are also zones where the amnesty was never valid, so any building there relying on a YKB is invalid from the start. These include the Bosphorus coastal/viewshed strip, Istanbul's Historic Peninsula around Sultanahmet and Süleymaniye, the Gelibolu (Gallipoli) Historic Area, and structures on land owned by others or on public-service-allocated state land.
